This entry level position is responsible for making timely decisions regarding the appropriate placement of juveniles when called to do so by law enforcement. Nebraska Appleseed is a non-profit, nonpartisan public interest law firm that works for equal justice and full opportunity for all Nebraskans.  Appleseed uses litigation, public policy reform, and community education to positively impact low-income families, immigrants, children in foster care, and access to health care.  For more information on our work, visit www.NeAppleseed.org.

The Child Welfare System Accountability Program (CWSAP) purpose is to champion a child welfare system that provides safety, stability and a strong future for Nebraska’s children.  The work is focused on enforcing constitutional, federal, and state statutory requirements for providing adequate child welfare services in the State of Nebraska, and using legal, policy and administrative advocacy to generate and implement positive policy and system change for children and families in the child welfare system.  The CWSAP operates the Foster Care Reform Legal Resource Center (LRC) which seeks to engage child welfare attorneys in Appleseed’s reform efforts by providing them with resources to address systemic issues in their individual cases, create more positive precedents in juvenile court cases, and connect the legal and policy issues they see daily with system-level change in Nebraska’s foster care system.  For more information about the CWSAP and the LRC, visit www.NeAppleseed.org/children
 
RESPONSIBILITIES
The CWSAP Policy Coordinator will work with the Program Director, Staff Attorney, and Director of Public Policy to carry out the objectives of the program.
 
Specific Responsibilities include:

  • Conducting policy research and analysis focused on key issues and opportunities to improve Nebraska’s child welfare system.  Issues of focus will include:
    • Access to housing and other supportive services for youth who “age out” of the foster care system;
    • The prevention of homelessness among former foster youth;
    • The local implementation of the federal Fostering Connections Act;
    • Gaps in mental and behavioral health services for children; and
    • New ideas to build a stronger and more effective child welfare system in Nebraska.
  • Creating educational resources (e.g., fact sheets, policy briefs, reports, etc.) for policymakers, attorneys, and other stakeholders and to raise awareness in the community of key issues and opportunities to improve Nebraska’s child welfare system.
  • Developing/coordinating advocacy trainings for current and former foster youth and facilitating opportunities for youth to engage in advocacy efforts.
  • Participating in communications work, such as blog postings and other social media related to child welfare policy issues.
  • Participating, as needed, in administrative tasks and program teams.

 
QUALIFICATIONS

  • Bachelor’s degree required.
  • Excellent research, analytic, verbal and writing skills.
  • Strong interpersonal skills and ability to manage multiple projects, follow timelines, and meet deadlines.
  • Ability to work independently and be organized and detail oriented. 
  • Ability to work in a team-oriented and collaborative environment.
  • Knowledge and awareness of local, regional, and national issues facing children in foster care.
  • Experience conducting policy analysis preferred.
